Chris I think it depends on what the title means. If it means what I think it does, that they're hunting Vandal Savage, maybe it stays.
I have unnecessarily wild speculation.
Gunn has repeatedly said they're working toward a supehero movie that is something no one else has done. What if it's a Villains United movie? Like everyone just assumes the payoff of these movies is teaming up the heroes in Justice League. What if the first event he's heading to is a major villain team up first? We've had the D list villain team ups like Suicide Squad or Thunderbolts. But not like all the big villains as like an anti-Justice League.
In the comics the villains united due to finding out JLA was mind wiping people. But here they've introduced Salvation into the mix. I imagine a storyline where ARGUS starts kidnapping villains and banishing them to Salvation. The villains start figuring out what's going on and some try to team up but most don't trust each other. Eventually we get a Salvation Run movie/show where we see them eventually escape back to Earth.
That leads to the Villains United movie where Luthor sees this as a chance to consolidate power and brings the villains together as The Secret Society under his leadership with Bane and Deathstroke as his muscle or something and they run roughshod over the world leading to the creation of the League to fight back. Maybe the Villains keep the upper hand for a while and we get a couple movies or show where the heroes are on the defensive before coming together.
Of course at some point it's revealed Lex aided in creating Salvation and things fall apart.
Perhaps it's the villains who are the "Gods and Monsters" and them winning over the heroes is the end up of chapter one and chapter two of the DCU is the heroes rising back up.
But, you know, let's not get ahead of ourselves or anything. lol
